Officer Jim Wade is a loose cannon on the force with a reputation roughing up suspects, informants, witnesses, and just about everybody else who rubs him the wrong way. When women start being killed by mysterious serial murderer called The Slasher, Wade vows to put a stop to the killing spree, regardless of whether through legal means or not.
***SPOILERS*** SPOILERS*** Jack Palance plays a tough cop, modelled on Dirty Harry. He's so frustrated about the leniency of the judicial system that he decides to take the law into his own hands and become what the title implies.

As these things go, this film is not bad at all. The action sequences are well-handled, the ending is surprising, and there is one small but subtle and insightful touch (Minor Spoiler): when Palance kills the first villain, in cold blood, he covers his face with a handkerchief before going down the stairs, just as his victim had previously done after HE had killed a woman in cold blood. Interesting. (**1/2) This film plays very much like a old B & W serial type crime drama from the 50's, and even the dialogue is VERY old fashioned, as I had trouble believing these people talk like this in the late 70's. It also has like two different plots going on at the same time, involving like 3 different baddies, and many colourful characters all somehow involved in one story or another. In the end, it all revolves around Jack Palance's character. Lots of great character actors, great music score, poor photography, and isnt really a "R" rating movie, as it can play on TV as a crime show pilot! But still it is one of the better Palance films from the 70's. It could have used a good 10 minutes editing to make it more tighter though.
