On the BLM website regarding the latest '2009 Manual of Surveying Instructions', it states that the first nationwide official manual was issued in 1855 and that the 2009 manual is the 9th manual issued. The manuals that I am aware of are 1855, 1864, 1871, 1881, 1890, 1894, 1902, 1930, 1947, 1973 and 2009.
