David Ackerman is a recently promoted plain-clothes detective in Los Angeles, and he's lugging around a lot of emotional baggage. He's estranged from his wealthy father Eugene because of his career choice and he's having troubles with his live-in girlfriend Sarah. David is still haunted by the accidental death of his brother years ago, an accident that David was responsible for, and as a result, David is still racked with guilt. David has chosen to work in the auto theft division, believing it offers a chance for quick promotion, and his partner is Nick Pulovski, a former race car driver who is now a veteran cop. David always keeps his emotions in check while the hard-drinking Nick can explode at the drop of a hat. David and Nick set out to break up a massive auto theft operation that's being run by German crime boss Strom and his partner Liesel. Strom is the man who murdered Nick's previous partner, and Nick is determined to bring Strom down. As Nick and David do a stake out, their hatred for one another slowly decreases, and David sees that he can learn something about police work from Nick. When Nick is later kidnapped by Strom's gang, David has to rescue him, and he relies heavily on the crude techniques taught to him by Nick, ripping Los Angeles apart in the process.
Clint Eastwood plays a veteran detective who gets stuck with a rookie cop (Charlie Sheen) to chase down a German crook (Raul Julia.)
All the new police look to get into investigating homicide, but not Charlie Sheen. With nightmares of his brother's plunge from a building, Sheen decides to chase car thieves. This is just in time for veteran Clint Eastwood to lose his partner to one of the latter, played well by Raul Julia and female Rambo partner Sonja Braga.

Sheen is mild-mannered, well dressed and from an affluent family. This all changes when his mistake leads to Eastwood being captured and held hostage by the Julia-Braga team.

Sheen becomes a one-man show by himself in this action packed film. We have the usual bridge chases, and Sheen burning down a bar is memorable. The film culminates in a wild chase airport scene and everyone there runs for cover.

By film's end, Sheen is another Eastwood with the story about to repeat itself by Sheen having another partner while Eastwood moves upstairs.

Fast-paced action thriller well worth viewing. While this movie isn't Clint Eastwood's best as a director or actor, it is still a heck of a lot of fun. Charlie Sheen turns in a believable performance in a hard to believe role (Rich boy turned tough cop), and Clint is at his best as the tough, seasoned chop shop cop. There is plenty of action (especially Sheen's single-handed destruction of a biker's hangout and never really a dull moment. Although Raul Julia as a German, is really pushing the envelope of credibility. All in all a fun, funny and thrilling movie.
